About the League
Our league is run by a Commissioner with tremendous help from his wife (our Secretary/Treasurer), and his sister, who is our publisher. We must also thank Designs Magicians for helping to design our website.
Beginning this September (2025) we are entering our third year of competition. We are a “No Random Draft”, “No Trade” fantasy football league currently consisting of ten (10) teams. We use a “Modified” ESPN scoring system to publish weekly points for each team.

Our rules are straightforward, easy to understand, and fair to all team owners, leading to an enjoyable weekly competition.

Each team competes against all other teams every week, and total points for each team are accumulated from each team’s starting lineup. The Commissioner will post weekly points and standings. Owners may check how their players are doing by accessing the ESPN Scoring feature on our website.

Hall of Champions
Both Mark and Sammy put together strong teams. They were seeded numbers Two and
Three entering the playoffs and this was an exciting match. Mark eked out a great win
and has won three Championships in two Fantasy leagues.
Cole was seeded number One most of the year using Free Agency to continuously
improve his team. This proved to be the difference in this championship game as Mark’s
Second Seeded Wolverines came up just a little bit short in his quest for our league’s
second championship. This was Cole’s second Championship in two Fantasy leagues.

ROC CITY FANTASY FOOTBALL CHALLENGE RULES
1) NO Draft/no Trade League
2) Each team chooses a roster of (30) players consisting of:
- Six (6) Quarterbacks
- Six (6) Running Backs
- Six (6) Wide Receivers
- Four (4) Tight Ends
- Four (4) Place Kickers
- Four (4) Defense
3) Each team owner will have 450 fantasy dollars ($450) to purchase their (30) man roster.
4) All NFL players will be assigned to one (1) of five (5) tiers by the Commissioner.
5) Each tier will be assigned a player salary.
- Tier one (1) ……salary of $25
- Tier two (2) ….. salary of $20
- Tier three (3) … salary of $15
- Tier four (4) ……salary of $10
- Tier five (5) …… salary of $5
a) All first-year rookies will begin the year in Tier #3
b) Player Tiers, and therefore salaries, may change following week eight’s games
c) If a team owns a player prior to week 9 and that player’s tier is changed in week 9, the salary for that player will remain as it was in week 8.
d) If an owner releases a player anytime from week 1 through week 8 and reacquires that same player any time after week 8, that owner must pay the new salary which may have been assigned to the player by a tier change.
6) Rosters must be submitted to the Commissioner no later than August 31, 2025.
7) Each week, team owners will send the Commissioner a starting lineup of fifteen (15) players from their thirty (30 ) man roster. These players must consist of:
- Three (3) Quarterbacks
- Three (3) Running Backs
- Three (3) Wide Receivers
- Two (2) Tight Ends
- Two (2) Place Kickers
- Two (2) Defense
8) Starting lineups must be submitted prior to the team’s first game of the week, usually Thursdays.
- If an owner fails to submit a starting lineup by Thursday’s game, his or her previous week’s lineup will be used for the current week.
- Using their 30-man roster, owners may revise their starting lineups up to game time, including late games.
9) Each team plays against every other team for FOURTEEN (14) weeks.
10) Standings will be based on points accumulated week to week. All points awarded will be scored by ESPN football.
11) The six teams with the most accumulated points after fourteen (14) weeks will play head-to-head in the playoffs. If any of the owners who are playing head-to-head submit the exact same lineup in the playoffs or the championship game, the lower seeded team will have to change at least one of their starters.
12) Week Fifteen (15) First Playoff Round
- The two highest seeded teams (most accumulated points during the 14-week regular season) will get byes in Round one (1).
- The team seeded 3rd will play the 6th seeded team head-to-head.
- The second seeded 4th will play the 5th seeded team head-to-head.
13) Week Sixteen (16) Second Playoff Round
- The highest seeded team receiving a bye in Round 1 will play the lowest seeded winning team from round 1.
- The second seeded team receiving a bye in Round 1 will play the higher seeded winning team from round 1.
14) Week Seventeen (17) Championship
- The two winning teams from Round 2 will play each other for the Championship.
15) Ties and Tiebreakers
- If two teams playing head-to-head in Rounds 1 and 2 or the playoffs tie in points scored, the higher seeded team will be declared the winner.
- If the two teams playing for the Championship tie in points scored, they will be declared co-Champions.
16) Transactions
- Due to our unconventional Free Agency system, there is no need for trades between team owners.
- A Free Agent is a player not on an owner’s 30-man roster.
- Owners may acquire any Free Agent at any time during the 14-week regular season.
- Acquisitions will be not allowed for the Playoffs or the Championship.
- To acquire a Free Agent, an owner must drop a rostered player to maintain a 30-man roster.
- All transactions must be approved by the Commissioner and Free Agents must be added to starting lineups PRIOR to the FIRST GAME of the day on which games are played.
- To replace a player on injured reserve (IR) with a Free Agent will cost $5.
- A player who is suspended for six (6) or more weeks will be treated as if he were on IR.
- Picking up a Free Agent for a rostered player who was NOT on IR will cost $10, even if that rostered player goes on IR at a later date.
- Owners may not exceed their $450 salary cap when replacing a rostered player with a Free Agent.
- When a player is released or acquired from Free Agency, that player’s salary goes with him.
- Monetary costs for Free Agency transactions will not affect an owner’s $450 roster funds.
17) The cost to own a team is $40.
18) Pay all monetary transaction fees by cash or written check to Donna Townsend, our Secretary/Treasurer.
19) Payouts:
- Six playoff teams ………..$25 each
- 2nd place team…………….35% of balance
- Champion………………….65% of balance
20) Owners who find mistakes in allocated points must let the Commissioner know ASAP.
21) To submit your roster, your starting lineups, Free Agent requests, or any other correspondence, either use ROC CITY FANTASY (RCFF Challenge) thread in Messenger, text or call the Commissioner at 585-317-1351.
Please note: Some extenuating circumstances may come into play during the season. The decision of the Commissioner in determining point allocation, acquisitions, and conflicts will be final.
